Does sane-find-scanner find your scanner now? Have a look at plustek.conf and edit it, if necessary. Run any frontend. You don't need the plustel module, that's for parport scanners only. > do i need to recompile SANE? No. However, I'm not sure, if your scanner is already supported by SANE 1.0.7. 1.0.8 should work.
