I just tried to mail to sane-devel with a non-subscribed email address
and got the following response:

| Is being held until the list moderator can review it for approval.

| Post by non-member to a members-only list
|
| Either the message will get posted to the list, or you will receive

So sane-devel is still subscriber-only.
