Basically yes. However, with SANE 1.0.8 and ealier it should work nevertheless. Reason: the backend is called with option source set to "Automatic". If the backend uses sanei_constrain_value(), the correct value is found. scanimage ignores parameters without options in 1.0.8 and ealier. 1.0.9 will complain. So maybe it's a different issue.
