Several things you could try.

1. Set in [global] domain master = yes
2. Use either "wins support" or "wins server", but not both. Based on what you have in "interfaces", if this system is to be the wins server, then use "wins support = yes" and eliminate the "wins server" parameter.
3. Check for firewall / selinux / apparmor issues.

Also it is no longer recommended to use the "socket options" directive.
For a standalone server, you do not need any of the idmap or logon parameters. There are probably other you could eliminate, but these are the most obvious.
