Presumably they can ping by IP Address but not name.
You mentioned the term workgroup, so I presume that these machines arn't in a
domain and you arn't using DNS. In which case it looks like a NetBios Issue.
Have you looked int the event logs?
Try in turn:
1. Check that there is no software Firewall on either machine e.g. Windows
Firewall
2. Check that DEP is not enabled for all programs, right click my computer >
properties > advanced > Settings button in performance section > DEP tab >
3. eboot the offending machine
4. Right click your network interface and select repair, this will renew your
ip and flush name caches e.g. ARP cache, you can do all of it from the command
line using netsh but this is much quicker.
5. From the command line "nbtstat -RR" will flush your netbios cache and try
to re-register with a WINS server (If you have one, else will just flush)
6. From the command line "netsh int ip reset reset.log" will reset TCP/IP,
pre Win2k you could just remove TCP/IP and re-install.
7. Delete your net adapter from Device Manager and re-install

Dirk, this is what I got from the net view:
C:\Documents and Settings\username.domain>net view \\name-of-remote-system
System error 51 has occurred.
Windows cannot find the network path. Verify that the network path is correct
and the destination computer is not busy or turned off. If Windows still cannot
find the network path, contact your network administrator.
Mark, both machines are on the same side of the firewall and are able to ping
each other.
One thing I noticed, I used to be able to see the standalone machine in the
Workgroup computers listing. Not anymore…

Ziem

Subject: [SA-list] 53 error
Hi,
We used to run few NT service checks on a standalone XP pc. Everything was fine
until we switched to a new hardware firewall (ext IP and DNS details changed as
well). Since then we keep getting 53 error “connect to host failed”
/ ”network path was not found”. People who manage the firewall are
saying that they aren’t blocking any internal traffic – both
machines (the standalone one and the SA one) are on the same subnet. Is there
any other reason for getting this particular error, other than firewall? P.S. I
can run those checks for a domain machine.

Ziem
