Thanks Dima.  Helpful as always!

Funny, I don't remember ever having installed or used anaconda, but at the 
end of my .bashrc I see two lines "added by Anaconda2 installer" and 
adding /usr/local/anaconda2/bin to my PATH.

So I removed those lines, started a new shell and now gap_packages 
installed normally.
