The instructions on https://doc.sagemath.org are referring to Sage
version 10.6. Sage 9.5 you're using probably comes as an Ubuntu
package,
is quite outdated, and AFAIK, no  "sage -i" command would work with
it. Perhaps there is an Ubuntu package where
database_odlyzko_zeta is included.
If not, your best bet might be to install a newer version of Sage from source:
https://doc.sagemath.org/html/en/installation/index.html
