As I understand our current documentation :
sage-support is oriented towards reporting problems in Sage itself (bugs, 
problematic results, unimplmented or ill-implemented features, etc...). You 
go there when you (mathematically) know what you want to do but Sage 
doesn't do it  as (you think) it should.
ask.sagemath.org is more oriented towards mathematical questions: "how can 
I solve this particular problem with Sage ?".

I am not exceedingly fond of its infantilizing user interface either...

People (often Sage newcomers) do ask questions here (probably because they 
are told to by our documentation...). They may deserve an answer (even if 
this answer is "We won't do your homework for you", as it happens too 
often...).
