They are installed in SAGE_ROOT/local/share/kohel/ (also known as SAGE_SHARE/kohel/) And this value is hardcoded at least at one place, namely in the line dblocation = os.path.join(SAGE_SHARE, 'kohel') in the file src/sage/databases/db_modular_polynomials.py
