For me it worked. But I had to rename the repository. Namely

 $ unzip abelfunctions-master.zip
 $ mv abelfunctions-master abelfunctions
 $ tar cjf abelfunctions.spkg abelfunctions
 $ sage -p abelfunctions.spkg
