Hello, sage -p THE_PACKAGE
is the *good* way. But there is a permission problem related to your Sage installation. How did you install Sage by yourself? You used the ubuntu ppa?
A sided remark: if you are working within the repository /tmp/ with Sage you will always get into troubles.
