Yes.  The new style spkg-install script wasn’t generating autoloads.  It used 
to be that they were created at spkg creation time, but that no longer happens. 
 I added them to the install step.  

This is trac #17580 (ready for review).

In the mean time you can install with 

sage -f https://bitbucket.org/gvol/sage-mode/downloads/sage_mode-0.13.spkg

which should work fine because autoloads are generated when the spkg is created.
