Good question. Perhaps the person that put up the instructions could
chime in---I don't know if they did something special with their
instructions and server.
With the main project, we are focusing on the scalable public
installation---making it scalable and secure, so from time to time the
code and instructions change. It may just be that those instructions
are out of date. The code I use to install the cell server into a
CentOS virtual machine is in this directory:
https://github.com/sagemath/sagecell/tree/master/contrib/vm (in
particular,
https://github.com/sagemath/sagecell/blob/master/contrib/vm/install-sagecell
uses the functions from
https://github.com/sagemath/sagecell/blob/master/contrib/vm/install-sagecell-functions
to install the cell server and set up the security system, accounts, etc.)
