Here is a workaround from a matplotlib developer that uses straight matplotlib: http://trac.sagemath.org/sage_trac/ticket/10740. You don't necessarily need to understand this; I just post it in case a Sage developer wants a pretty straightforward graphics project to enable arrowheads on axes.
