In general this might be true, but keep in mind that many of their data 
sets are publicly available; they have just packaged them for W|A.  It's 
frustrating that they are taking public data and then saying they spent so 
much time getting this data.  (Other data in W|A is probably proprietary, 
I'm just pointing out that some, or even much of it, is not, from what I've 
heard.  It's the same issue that irks some with publishing in very 
expensive journals - yes, there is some value added, but arguably not 
enough to not give (e.g.) the taxpayers what they paid for.

However, this argument would not apply to actual software development, just 
the raw data.
