I'm terribly late to this, but Ubuntu and Debian have not had very
up-to-date versions of TeXLive. If you're using Ubuntu Hardy, you'll
have to (as you learned) manually install a recent version of TikZ. The
special tkz-berge graph drawing packages aren't available in any version
of Ubuntu AFAIK.

The same problem happens on sage.math, which also uses Ubuntu Hardy.
I just install TeXLive manually and keep it updated using their tlmgr
tool.
