I'm trying to make sense of this. So if I come of naive on the subject please excuse me.
Here at STScI http://www.stsci.edu/portal/. We are in the process of developing a framework for packaging and distributing astronomical software. We rely heavily on various Python modules that are included in Sage. As such we have gotten some buy off to include Sage with our astronomical packages i.e. IRAF, STSDAS, TABLES, stsci_python, gemini_python. From what it seems we will be compiling Sage ourselves and providing a binary with our software included. This is where our concerns arises. It is apparent that there are a few crypto software packages included in Sage. Such as libgcrypt and perhaps others. I have not yet formed a comprehensive list of standard packages. Does anyone know of the implications (if any) that arise from distribution of these packages to the international community?
