For potential efficiency reasons, it's not enabled by default except
by notebook servers serving on localhost. There is an option to
enable it, but I don't have time to look it up now.
Actually, if users can create accounts (i.e., accounts=True is passed to
the notebook), then zip downloads are not allowed. If account creation
is disabled (accounts=False), then zip downloads are allowed.
Robert did some work to do the zipping in a different process that
didn't block the server, so it could be enabled always. I don't know
the status of that now.
