It is disabled on the public servers (specifically, whenever the "create accounts" is enabled) because it is a blocking operation, i.e the entire notebook is unresponsive until the operation is finished. It can take several minutes to tar up a dozen Sage worksheets (in part because they contain all history) and it wouldn't be a good idea to make it so easy to freeze up the entire public notebook for long periods of time.
