You've got to have access to the command line.
The way I start notebook server:

I call sage from command line.
then under sage promt I type:
notebook()

It then creates user admin and promts for the password.

that is it.

But it is an ordinary linux way.
I don't know your situation and I haven't dealt with VM images.
