It sounds like he wants a Digital Elevation Model (DEM) http://en.wikipedia.org/wiki/Digital_elevation_model
and then be able to visualize it. This kind of thing is usually part of a Geographic Information System (GIS) http://en.wikipedia.org/wiki/GIS There is an open source GIS called GRASS http://grass.itc.it/ that can do this.
