An easy way to make the scrollbar appear without narrowing the window
is to have an error message that you didn't bother to clear. It's
true that it could be a PPC issue, but just thought I'd throw it out
there. I did download 2.0.0.13, and it stills happens, unfortunately,
so it's not necessarily Firefox (though it could be).
Interestingly, as soon as you choose one of the tab completion
options, the window shrinks back down to size vertically, so the
browser knows the options are there, but it is still placing the end-
of-page elements immediately after the last cell (actually after the
last clickable spot to create a new cell), rather than expanding the
distance between cells to make up for the options.
In fact, the tab completion options cover up cells below the current
one anyway even under normal behavior (assuming there are sufficient
options, which there often are because Sage is so comprehensive!),
which perhaps should be viewed as a bug, since a user might want to
consult what s/he did in later cells when perfecting a previous cell.
