No, Sage doesn't.

I don't know.  I hadn't heard of the above before just now.
If there is sufficient interest by developers and users, and
lpsolve is the best free program in the world for that,
then it's possible.

Not much.  cvxopt is in Sage, and it _might_ have some
alternatives:
