Hi,

Install the cygwin libiconv package.  This is required in order to build SAGE 
in Cygwin.
Search for libiconv in the SAGE README.txt to find a list of required packages 
(don't
worry, it's short:

        Windows: Go to http://www.cygwin.com and download and install
               Cygwin.  Be sure to select the gcc, g++, flex, bison, m4, make,
               fontconfig, and libiconv (!) packages.
