Your options:

   (1) Install Cygwin (which is very easy and free), then extract the pre-build
       SAGE binary into it:

     http://sage.math.washington.edu/SAGEbin/microsoft_windows/

   (2) Install some form of Linux into one of the many virtualization programs
       Virtual PC or VMware or colinux or Parallels, then install SAGE into it.
