Yes, that is true. PRIMUS is from Taylor and Francis, which is one of many
publishers well known for crazy bundling practices. So if your uni (or, if
one isn't at one any more :) ) doesn't subscribe to that bundle, you're out
of luck - you certainly shouldn't pay a hundred bucks for it. But I bet
Ben can send you a preprint based on the agreement, or maybe even can post
one on his website.
