Regarding the reasons of The Simmons Foundation, it's so weird I won't try to reconstruct their process of thought. But I agree there could be more ways to contribute money to Sage, with a clear banner "All money to the Sage Foundation", plus reminders to users that do not participate in these lists that Sage needs funding. If there are enough options (paid support, "premium-but-really-the-same" version, 100$ books, private clouds) it just takes paperwork for people with grants to contribute a little bit. Depending on the grant, you can spend money on this but not that. We would have to insist, I'm afraid, because people don't like paperwork, and I don't know if that would make a difference anyway, considering that programmers in the USA are so expensive!
