There's nothing special about SageTeX here; the problem is that you have an environment inside a macro. The reason this is bad relates to obscure stuff about the way TeX expands things: http://tex.stackexchange.com/questions/8373/why-does-latex-make-a-distinction-between-commands-and-environments I think I can work around that, but I'm not sure.
