I don't know if this is helpful, but something people have told me
before is that if you can get it started independently (i.e. without
administration support/money but with permission), and you
subsequently demonstrate success, then you have a more powerful
argument for progress than merely an argument, no matter how coherent--
ESPECIALLY if money is involved.

Sounds like one of my heroes' mottoes: "do first, ask later!" That was Grace Murray Hopper. This is exactly how I got Linux in my school. I just decided to install it one day and acted all apologetic when they told me I wasn't supposed to do it. By then it had been so entrenched in my CompSci that they couldn't get rid of it! Of course, the powers-that-be had all kinds of arguments against Linux:
(1) "isn't it copyrighted?"     no it's copylefted,
(2) "isn't it expensive?"     no it's FLOSS,
(3) "what about tech support?"     you're looking a him.....
