Quick answers: (1) I will be using GFDL for licensing. I don't know much about these things, but it seemed like the right license to use (I compared a Creative Commons license). Yesterday, I was trying to figure out how to put the licensing info on the site. Hopefully I'll figure this out in the next few days - mediawiki has some standard mechanism for displaying licenses on the site which I will use. If you think that a CC license is more appropriate for some reason, I'd be interested to know.
(2) It's true that there are many other small math sites out there. I spent a large time looking at them, and some are quite good. There are a few reasons I wanted to separate. First, I want to put a system in place for insuring consistency, and that articles are only written by "experts" (against the wiki-spirit, I know). Second, I want a great deal more structure - I want a very solid mathematical core to be the base, and more flexible perspectives and pedagogy added later. Third, I was very interested in implementing a "semantic wiki", using the "Semantic Mediawiki Extension" (and extensions thereof) -- the links of the wiki are really "semantic links", which aid navigation and querying.
