There was actually a proposal like this quite a long time ago: https://web.archive.org/web/20100615075428/https://www.sagemath.org/jsage/ref.html The idea was to have a place where people could publish code in a refereed sense. To my recollection, at that time there wasn't enough interest from academic departments (and perhaps still isn't) in awarding promotion based on such code. Other groups do have such publications, e.g. the TuGboat (https://tug.org/tugboat/) for TeX or the R Journal (https://journal.r-project.org). I think those that do may have an order of magnitude higher number of "power users", though. But it would be great to have something like this for Sage.
