I have created a META-META-TICKET in https://trac.sagemath.org/ticket/29133, collecting recently created or updated meta-tickets on build, packaging, and testing improvements.
I propose to set as a goal for 2020 to complete the steps outlined there, to help integrate SageMath better with the mainstream Python infrastructure and community.
