You need to tell ./configure which Fortran to use (as by default it
will take your gfortran version 4, too old, and so it tries to build
one and fails)

Something like this:

$ FC=gfortran-8 CC=gcc-8 CXX=g++-8 ./configure
$ make

should be good.

(I assume that gcc-8 and g++-8 are the matching (gcc version 8) C and
C++ compilers)
