A garden-variety upgrade of sqlite to 3.29.0, needed by some R packages, Trac#28534 <https://trac.sagemath.org/ticket/28534> needs review. Mentioned here because of the time needed for its review: sqlite is pretty deep un Sage's dependency tree, and upgrading it requires a *lot* of recompilations.
