I had the very same problem <https://groups.google.com/d/msg/sage-release/1KPmMxoXyOA/0pvV_mxTDAAJ>. The libcurl version was plenty new enough (7.6.4), but still somehow failed to be >= 7.22. After uninstalling anaconda, everything worked just fine.
I can't remember exactly how I removed anaconda, but I think I followed the suggestions from Stack Overflow <https://stackoverflow.com/a/44571490/11318444>. Did you just delete some files, and thereby leave some kind of residue. Do you still have the "/anaconda3/bin/curl-config" directory?
