The CDN fallback only applies to IPython/Jupyter notebooks, not plots generated at the command line. Notebooks need to be run in a local server, and the local server will always know how to find its files. The fallback will only be activated if the notebook is moved to a remote location, and that makes things simpler for people like Eric.
Please give me a situation where the local notebook server will fail to find its own files.
