/Library/Developer/CommandLineTools/Packages/macOS_SDK_headers_for_macOS_10.14.pkg

to make the headers available.
(cf e.g. https://github.com/pyenv/pyenv/issues/1219)

Are you saying this particular strain of tsores known as OSX 10.14 is
resistant to these spells on this particular box?

I think we really should look into using Homebrew for building on OSX,
otherwise we are doomed to repeat what's done there...
