Then I need a clarification. I got the impression that the SmallGroups library, that used to be provided by database_gap, is now installed by default. But by what you say now, it seem that to get the SmallGroups library one needs to have gap_packages. So, what do I need to install to provide SmallGroups library as a dependency? Note that I am not talking about the full content of database_gap, I only talk about SmallGroups.
