Huh, it seems 8.3.beta3 included my new package uninstallation capabilities for the first time, and it looks like maybe you are the first (reported) victim to a bug having something to do with that (perhaps not caught previously since it wasn't tested with that specific upgrade path). That said, I'm a bit mystified by the error.
