As far as I remember, we adopted the same policy for EXAMPLES:: against 
EXAMPLE:: So Jori's idea is consistent.

I agree. Some part of the developer manual still contains "TEST::". 

In general, my opinion is that the guideline for style in the developer 
manual should be specific in details such that the whole documentation is 
in consistent style. One example is to double-quote or not to double-quote 
True, False, and None. I am for not to.
