It was recommended by lawyers.   They like giving each other work...

We have other components of sage that have changed their license via a
similar mechanism in the past.  E.g. NetworkX used to be GPLv2, and switch
to BSD via such an announcement.

Zeromq has been trying to switch away from LGPL for a long time, but hasn't
managed, due to probably not just making such an announcement.... (no idea).
