Dear Volker, Dima, Markus,

For my research, I and several persons in the same area would really
need to use GAP's Semigroups package in Sage to avoid reimplementing
equivalent stuff in Sage. Semigroups depends on IO, which itself
requires dynamic loading which, as Dima mentioned a couple times
recently, is currently not possible with libgap:

    sage: libgap.LoadPackage("IO")
    ...
    ValueError: libGAP: Error, no support for dynamic loading

I remember discussing this briefly with Volker in St Andrews. And then
later, for some time, I have been able to use Semigroups in
libgap. But not anymore. Alas I did not take notes on what Volker had
said, and if I had taken any action following that discussion, or if
it was plain luck.

- Is this something structural to libgap?
- Is there a fix? a work around?
