The default milestone (as well as defaults for other ticket fields) is
stored in trac.ini rather than the database, so to change it through
the web ui, the web server must be able to write to trac.ini.

I had configured it to be owned by www-data but its owner was now root
for some reason, so I fixed that, and updated the default milestone
successfully.
