For doctests...hmmm....I lean towards enabling them so elsewhere in the 
code, someone doing deprecations can much more easily see what is using the 
newly deprecated code. However, this does have a problem that if we don't 
enable them by default interactively, we get different output behaviors. 
This was something we have avoided in the past. So that is why I don't 
necessarily want to fully commit to having it on by default for doctesting.
