Hooray! I have long been waiting for such a markup, but didn't know how
to implement it myself!

Yes, absolutely.

I don't know since how long "optional cython modules" are available for
Sage (i.e., Cython code in the SageMath library, that depends on an
optional package being installed). I wrote one. And of course that would
be a typical use case for a module-wide markup.
