Yes, this is a known issue. I wouldn't really call it a "bug" since it's
documented by the following message after installing a package:
Warning: it might be needed to update the Sage library before
installed packages work: you should run 'make' from $SAGE_ROOT
before running Sage.
The problem is that the bliss module of the Sage library needs to be
built. This module isn't part of the bliss package, so it's not
installed by "sage -i bliss".
