Something similar happened to me on an x86_64 GNU/Linux machine where the system version of GCC is 4.6.3. When typing "make" a second time after upgrading to 6.9.rc0, it started reinstalling GCC; I don't know what caused this, but prevented the rebuilding by simply doing "touch local/var/lib/sage/installed/gcc-4.9.2.p1".
