This is true, usually it is necessary to wait for the new version of Xcode to be able to compile sage under the new versions of osx. (Now, Command Line Tools OSX 10.11 is already available, but not the final version of the new XCode.) But, usually, new versions of osx can execute already compiled versions of sage, and this does not happen this time. (I like to have always the last version of osx in one of my computers, and I do not remember this problem in the past.)
