I'm also wondering about a proper way to deal with them. The transition of the webite away from the UW servers has completed and the changelogs are on the mirrors http://mirrors.mit.edu/sage/src/changelogs/index.html So, one of the remaining loose ends is to have a (not too complicated) workflow for showing the release notes on the website.
