(from Proxy Hell) Try to see if you can connect to other ssh machines. If 
you cannot then the problem is your connection not Sage's trac. And if you 
*can* connect to some ssh machine outside, and if from this machine you can 
connect to Sage's trac, then it is possible to configure your ssh to 
automatically connect to trac *through* the other machine.

If you are a bit lucky, you have access to some machine on the campus which 
is allowed to connect to the outside.
